Job Description

The 2026 starting rate of pay is $34.23 to $37.56 per hour with advancement to $47.98 per hour

Grade: STA6 FLSA Status: Non-Exempt Safety Sensitive Position: No Supervisor Title: Public Safety Commander

Minimum Qualifications of Education and Experience


  • Must possess an Associates degree in criminal justice, law enforcement, computer science, business or related field and a minimum of five (5) years experience in a law enforcement setting performing tactical, strategic, and administrative analysis using crime data and other information gathered from multiple sources to assist with the planning and deployment of police resources.

  • Must possess a Bachelors in criminal justice, law enforcement, computer science, business or related field and a minimum of three (3) years experience in a law enforcement setting performing tactical, strategic, and administrative analysis using crime data and other information gathered from multiple sources to assist with the planning and deployment of police resources.


OR

  • Any satisfactory equivalent combination of education, training, and experience that demonstrates the knowledge, skills, and abilities to perform the duties of the job proficiently may be substituted for the above requirements.


Nature of Work

Under the direction of a Police Commander, the Crime Analyst is responsible for providing tactical, strategic, and administrative analysis using crime data and information gathered from multiple sources to assist with the strengthening of case investigations and planning of police resource deployments. This position requires expertise to build, develop, and implement a comprehensive crime analysis program for the City of Mankato. The Crime Analyst works directly with police detectives and supports Public Safety by working with police officers and command staff to enhance investigations, identify trends, and improve resource allocation. The Crime Analyst will work directly with detectives and officers in real time during significant investigations to provide actionable intelligence, linkages, and analytical support.

This position is designated as telework eligible, meaning the employee may formally choose to work in-office full-time or in a schedule that requires at least two days per week in the office, with the remaining days performed remotely. However, for the first 90 days, the position will require most work to be performed at the Public Safety Center in person. Regardless of arrangement, the position includes on-site responsibilities and requires schedule flexibility beyond the minimum expectations set forth in the citys telework policy. *This telework position requires that at least 50% of the employees scheduled work hours be performed within the State of Minnesota.

Primary Essential Work Functions
  • Develops, implements, and maintains a comprehensive crime analysis program for the City of Mankato to support law enforcement operations, data-driven policing and strategic decision-making.
  • Assess agency needs, designs data systems, with the ability to integrate and interpret crime data from multiple sources, such as CAD, RMS, and public safety databases.
  • Conducts detailed trend analysis, maps crime hotspots, and utilizes statistical and predictive techniques to identify patterns and forecast criminal activity.
  • Develops or configures analytical tools and dashboards, trains personnel in their use, and collaborates with various departments to ensure effective data-driven policing.
  • Determines analytical techniques and information gathering processes and obtains required data and information for analysis.
  • Conducts research and provides analytical support, documentation, and information for the Mankato Department of Public Safety.
  • Identifies crime patterns, develops suspect information for investigative follow-up, and distributes information on crime series and suspects to patrol and investigative staff.
  • Analyzes real-time data to generate critical location and activity intelligence during major felony investigations (e.g., bank card usage, phone activity, social media posts).
  • Requests, formats, and processes phone and social media records for inclusion in criminal case files.
  • Develops and maintains strategic relationships with service providers and businesses (e.g., telecom, financial institutions, social services, utilities, Department of Vehicle Services).
  • Drives the development, application and integration of investigative tools and data analysis techniques.
  • Maintains organized, detailed case files to support ongoing investigations and prosecutions.
  • Collaborates with analysts from other agencies and fusion centers to enhance regional and statewide intelligence sharing.
  • Responds to information requests from law enforcement personnel, prosecutors, and community partners.
  • Collects and maintains criminal intelligence in accordance with federal regulations, prepares reports and other documents as needed, and conducts both internal and external presentations.
  • Works closely with police officers, detectives, supervisors, other analysts, civilian staff, and personnel from other agencies.
  • Provides staff with real-time intelligence during critical incidents.
  • Reviews and analyzes calls for service to determine trends and assists with deployment of resources.
  • Disseminates intelligence information to describe crime patterns, trends, and potential suspects.
  • Creates timelines, charts, and graphs from compiled information.
  • Assists with intelligence gathering of suspects.
  • Provides accurate, detailed descriptions of persons, vehicles, and objects.
  • Provides testimony in court.

Conditions of Employment
  • Must be a United States citizen.
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
  • Satisfactory completion of a psychological evaluation from a licensed psychologist.
  • Satisfactory completion of department background investigation, fingerprinting, and physical examination.
  • Must comply with organizational and departmental policies.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to city policy and the Minnesota Statutes.


Hours and days of work for this position will be Monday Friday 8:00 a.m. to 4:30 p.m. The position requires flexibility to respond to call outs as necessary, which may involve extended hours, and emergency call outs that include nights, weekends, and holidays. Attendance during regularly scheduled work hours, and outside regular hours as necessary and scheduled by the Commander.
