Job Summary This position is located in the District of Columbia Government (District), DC Health (DOH), Office of the Director, Human Resources Division (HR). The Human Resources Specialist is the initial HR point of contact for the agency and is responsible for: providing the full range of technical, assistance, guidance, and advisory services to managerial, supervisory, and nonsupervisory staff in the management of human resource activities for the agency; and resolving human resource and administrative issues/problems which he/she must provide the stimulus of resourceful leadership. The incumbent handles and resolves human resource issues/problems arising from filling entry-level jobs to highly specialized one-of-a-kind jobs, and merit promotion actions involving high-level or managerial jobs that require specialized requirements. The work involves the development and submission of HR (personnel action) requests related to position classification, recruitment, staffing, employee and labor relations, training, record management, incentive awards, proposals for adverse action, grievances, and appeals, performance evaluations, tours of duty, leave and pay administration, and other human resource matters. Major Duties And Responsibilities Determines qualification requirements for all levels of jobs, including managerial, supervisory, and nonsupervisory with non-specialized and specialized requirements. This determination is based on rules, regulations, and industry standards for a variety of positions. Interprets, analyzes, and applies qualification standards, position requirements, job analysis, and evaluation plans. Prepares lists of eligible job applicants in accordance with regulations and policies. Writes consistent, coherent position vacancy announcements in collaboration with the manager, supervisor, or other senior-level staff. Compares position descriptions with vacancy announcements, and in qualifying candidates for positions applied. Review vacancy announcements for quality and accuracy to advertise jobs and qualify applicants. In conjunction with the hiring manager, assures that position vacancies are posted in the appropriate media including newspapers, list serves, and websites. Review selection certificates to ensure adherence and compliance with the procedural requirements of the Department of Human Resources (DCHR) and conformance with the goals and objectives of the agency. Conducts personal reference checks. Initiates personnel action for new employees in PeopleSoft. Creates the Job Requisition in the ASMP PeopleSoft system. Enters personnel actions, requisitions, etc. into PeopleSoft. Serves as a point of contact for new employees into the agency and may conduct in-house orientation of new employees as it relates to the policies and procedures outlined for the agency. As a representative of the agency, assists with and attends recruitment activities including job fairs. Creates, updates, and modifies agency position descriptions, in consultation with the agency’s managers and supervisors. Makes recommendations on the impact of proposals on career patterns and grade alignment, proposed position structure, position descriptions, and similar issues. Analyzes difficult or specialized problems, advises program managers on proposed solutions and adapts policies and guidelines to the requirements of the organization. Analyzes proposed reorganizations and realignments. Makes recommendations on staffing patterns, functional statements, and organizational charts. Identifies, develops, and maintains ongoing recruitment sources including, but not limited to, community relationships, job fairs, college recruiting, networking with community and professional-based organizations, and print media. Research market trends to understand the complexity of staffing and equitable compensation. Responds in writing or verbally to written and oral requests for information from constituents, peers, employees, and other District and Federal agencies. Qualifications And Education Individuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade (12) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
