Position Purpose

Provides crisis intervention, emotional support, information, and advocacy services to crime victims and witnesses, ensuring they are informed of their rights, the legal process, and available resources, and supporting them throughout their interactions with the justice system. Acts as a liaison between victims, witnesses, law enforcement officers, and other criminal justice professionals.

Essential Functions and Basic Duties

  • Provide emotional and psychological support to victims of crime, including offering a safe space to express concerns
  • Assist victims in understanding the criminal justice process and the roles of law enforcement, attorneys, and courts
  • Help victims of crime navigate through their trauma, offering appropriate referrals to counseling or mental health services.
  • Offer support during police interviews, depositions, and trial proceedings, ensuring victims feel safe and comfortable.
  • Provide immediate support to victims of violent crimes, including homicide, assault, domestic violence, sexual assault, and robbery.
  • Act quickly to assist victims during initial contact with police, helping them understand what to expect and how to cope with immediate emotional responses.
  • Assist sworn officers in Crisis Intervention by offering immediate short-term help to individuals who have experienced an event that produces mental, physical, emotional, or behavioral distress, through follow up and referral to appropriate agencies.
  • Serve as a consultant to police officers regarding management of cases or individuals.
  • Identify existing services in the community to act in the capacity of an information and referral source for police department personnel and community members.
  • Compile and maintain resource materials for use by department members as they assist the community.
  • Provide case management on all referrals for social service assistance.
  • Conduct seminars and training sessions directed to community members and the department on a variety of social issues to include domestic violence, kidnapping, child abuse, financial hardship, various mental health issues, and others as needed.
  • Assess and identify community needs and assist in the development of plans to meet those needs.
  • Provide referral information for domestic violence issues, juvenile issues, alcohol and drug issues, child and family issues, and other social service issues.
  • Work with other social service providers to coordinate care, including local schools, hospitals, Kentucky Cabinet for Health & Family Services, and area mental health facilities.
  • Attend committee and community meetings as a representative of the police department to establish collaborative relationships with the members and organizations of the community.

Qualifications Training and Experience

Bachelor’s Degree in Social Work, Psychology, or other social science related field supplemented with five (5) years’ experience in social science. -OR-

Master’s Degree in Social Work, Psychology, or other social science related field with two (2) years’ experience in social science. -OR-

Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Special Requirements

  • Must be at least 21 years of age and possess a valid state issued Driver’s License.
  • Ability to successfully complete pre-employment background and drug screenings.

Special Knowledge, Skills, and Abilities

  • Knowledge of rules and regulations of the Police Department and governing federal, state, policies and procedures, and local statues and ordinances.
  • Knowledge of the principles, practices, and techniques of law enforcement agencies.
  • Knowledge of standard office practices and equipment.
  • Knowledge of the responsibilities of a social worker.
  • Knowledge of the procedures in Mental Health evaluations.
  • Skills in interpreting and applying legal restrictions to the public.
  • Skill in oral and written communications for administrative and technical purposes.
  • Skill in developing and maintaining effective interpersonal relations.
  • Ability to establish and maintain good working relationships with supervisors, coworkers, and the public.
  • Ability to understand and carry out oral and written instructions and prepare clear and comprehensive written reports.
